How will Puerto Rico’s private energy system deal with climate change?

“Puerto Rico’s public energy utility has officially been privatized for at least the next 10 years. Politicians who allowed the privatization claimed it would bring about the restoration of the neglected and battered electrical grid. But has it happened?
